Tokyo's budget hotels are not cheap — they are small. Ten rooms from ¥4,700 to ¥20,000, all of them real, all of them priced live on 11 October 2026 for the same four nights in January 2027, so you can see what the money actually buys before you book.

How to read the numbers Every rate below was read from a Booking.com search-results page on 11 October 2026 for 2 adults, one room, 4 nights (Tuesday 19 to Saturday 23 January 2027), in yen, and divided by four for the nightly figure. That is a low-season window: January and February are Tokyo's cheapest months. Rates move daily and chains often undercut the OTAs on their own sites, so treat these as bands, not quotes. Walk times and room sizes come from each hotel's own access and room pages.

    APA Hotel Asakusa Ekimae

    The safest all-round pick in Tokyo: a 1-minute walk to Asakusa Station at a mid-budget price, with Senso-ji and the Nakamise arcade on the doorstep.

    The cheapest chain double that still comes with breakfast, one minute from Kuramae Station on the same line as Asakusa.

    The cheapest full-service double we priced — free breakfast, an almost zero-minute walk to a JR station, and central Chuo-ku quiet.

    A no-frills Shinjuku option within walking distance of the express-bus terminal, for less than the station-front hotels.

    The best in-house onsen and breakfast of the set — but its rate sits at or above the budget ceiling, so it earns the last place rather than a high one.

    nine hours Asakusa (capsule)

    The cheapest bed in Asakusa, about 2 minutes from a station — but it is a capsule, single occupancy, and not a room.

    • Why it earns rank 10 For a solo traveller it is the lowest number on this page; for a couple it usually loses to a Toyoko Inn double once you multiply by two.

3What budget actually buys

Tokyo does not have a cheap-hotels problem, it has a small-rooms one. From the hotels' own room pages:

  • ¥10,300–12,900 buys an 11 m² double (APA Asakusa Ekimae) — a 140 cm bed, an aisle you turn sideways in, and a unit bath. At Sotetsu Fresa Inn Ueno-Okachimachi the doubles are 9.7–10.2 m².
  • ¥16,000–18,000 buys the same or slightly bigger room in a better location, or a 13.5–16.3 m² room at Dormy Inn Tokyo Hatchobori for ¥20,000 with a hot-spring bath attached.
  • Below ¥10,000 the room stops being a room: capsules at nine hours and similar start around ¥4,700 per person, and a couple needs two.

Two rules follow. First, price per room, not per person, whenever you are travelling with someone. Second, if you are staying four nights or more, pay for the location on the first and last night and not in the middle — the station walk is what you actually buy with the extra yen.

4When Tokyo is cheap, and when it is not

Tokyo's hotel market has two cheap tiers and two expensive ones:

  • Cheapest: January, February and the summer months (July–August). January and February are the low season proper; OTA price calendars put the citywide median around 30–50% below the spring peak. August is cheapest-but-hottest.
  • Most expensive: late March to mid April (cherry blossom) and October–November (autumn foliage). A business hotel that is ¥10,000 in January can be ¥18,000–22,000 during peak bloom, and the same pattern repeats in the autumn colours.
  • Spikes inside otherwise cheap weeks: the New Year run-up around 31 December, and Golden Week in late April and early May.
  • Weekends cost more than weekdays at almost every hotel here — Sunday to Thursday nights are the cheap ones.

5The accommodation tax you will pay on top

Tokyo levies an accommodation tax per person per night, on the room-only charge:

Because the threshold is per person, a ¥20,000 double for two adults is ¥10,000 each — right on the line, and it usually pays nothing. A ¥32,000 double is ¥16,000 each and pays ¥400 for the night. This changes on 1 April 2027: Tokyo replaces the flat amounts with 3% of the room charge, raises the tax-free threshold to stays under ¥13,000 per person per night, and brings simple lodging and private stays into scope. Any Tokyo booking made for spring 2027 onwards should be budgeted on the new rule.

7The traps

  • Per-person tax thresholds are the reason a family room can beat two doubles. Two doubles at ¥10,000 each pay nothing; one ¥20,000 family room pays tax on both guests if the per-person charge clears the threshold.
  • The chains undercut the OTAs on their own sites. Toyoko Inn, APA and Super Hotel all run members' rates and their own rate calendars. Check both before booking.
  • A capsule is not a cheap double. ¥5,000 per capsule × 2 is more than a ¥9,000 double with a door.
  • Cherry blossom is the single most expensive week of the year. If your dates are fixed to late March or early April, book six months out, not six weeks.
  • The 3% tax arrives 1 April 2027. Tokyo's new rule hits a ¥20,000 room for two at ¥600 a night, and the tax-free band moves to under ¥13,000 per person.
